This patch is all about a big feature change for the regional associations feature.
What is new
- Regions: Regional associations now have a defined region in which they can create events. The region is independent of influence and cannot be changed or expanded by the association. Within the region, all locations are basically available for planning events.
- Germany: In Germany, these regions consist of the 16 federal states. Each federation is assigned to one federal state. In exceptional cases (Hamburg, Schleswig-Holstein, Bremen, Lower Saxony, Berlin, Brandenburg) there are 2 federal states.
- Europe: Regional associations outside Germany each have an entire country as a region. Should the number of players as well as the number of locations in the game increase significantly in the future, a subdivision into smaller regions would also be possible.
- Influence: Influence points do still exist!
- In the menu under "Region", board members can distribute the influence points to places within their region as they wish.
- Through influence points, an association can acquire the exclusive right to plan events. The feature only becomes interesting as soon as more than one association is active in a region.
- Exclusive right means: The association with the greatest influence in a place is the only one allowed to plan an event there.
- If no one has allocated points, all associations in that region may schedule an event at the respective location.
- If 2 or more associations have allocated the identical number of points, they may also plan dates.
- The decisive factor is the influence at the time the proposal is processed. For proposals and votes, a warning is displayed should another association have a higher influence in the respective location.
- Furthermore, the association whose base is closer to the location has the advantage in case of doubt and is preferred in the case of an application.
- When a player leaves the association and points are lost, they are first deducted from places with the lowest influence points.

Switching to the new system
A few associations now no longer have access to regions in which they were previously already able to create events through their influence. For these cases:
- Events that have already been planned are carried out properly
- Events that are currently being planned (regardless of whether it is a discussion, a vote or already a request) can also be carried out.
- new proposals can only be created for locations within the region
Also new in this patch
- [adjusted] Regional associations: The map now highlights the regions in colour. In the list of associations, the regions are also mentioned.
- [fixed] Europe map: The map now loads much faster, especially if there are many places on it - e.g. in the list of events or for stopovers (transport).

The associations have also always been a highly debated topic so far. With this patch, I have addressed many points of criticism:
- Coverage of all regions in DE is now possible
- The advantage of associations with many members is now less
- A change to a smaller association may now be more attractive.
- Small associations can now create many more events and thus grow better (provided they clear the 5-player hurdle)
- The feature should be easier to understand
- With the ability to create events anywhere now, I should have significantly less work each month. If things go as hoped, this will give me more time for other issues - e.g. creating new attractions, which are urgently needed.
