You can create an event (fairground) by joining a regional association. However, this is only possible from level 3. Before that you can at e.g. May 2023, the appointment suggestion page created by Octandor, propose appointments.
And no, as far as I know, you can only change the company headquarters if you start over. You can do this under Profile.
